Were she and Beast Boy like, an official couple in the comics? Kind of. They were rooming together for a while anyway. Ooh, and things 'happened'? Or they just seemed like they would make a good couple?

Post-Crisis In the Post-Crisis DC universe, the character known as Batwoman was erased from existence (although her alter ego, Kathy Kane, is still murdered as Batwoman was); Batwoman's niece, Betty Kane, disappeared as well. Unlike her aunt, Betty's removal from history would not last long.
For a brief moment in the 1970s, Betty had joined the west coast version of the Teen Titans under her Bat-Girl moniker. Though 'Bat-Girl' did not exist, her team did; therefore, a new version of the character was necessary. In the Teen Titans Secret Files and Origins Annual, the official post-crisis history of Titans West was revealed. Instead of Betty Kane's Bat-Girl, fans were introduced to a similar character: Mary Elizabeth "Bette" Kane, aka Flamebird.
Bette was now a very driven and somewhat spoiled Los Angeles debutante who achieved professional-level proficiency at tennis at an early age. After witnessing the dashing young Robin on the news, Bette vowed that she would gain his attention and favor by becoming a masked adventurer herself. Training to Olympic-levels in gymnastics and some martial arts, she created the identity of Flamebird (and a costume that resembled her Pre-Crisis Bat-Girl identity) and joined Titans West in hopes of catching Robin's eye. While flattered, the driven young hero was not sure how to deal with her obsession and avoided her, much to her dismay.
Betty (now "Bette") Kane becomes Flamebird, and teams up with her idol NightwingAfter briefly giving up her heroic persona, Bette found that neither winning tennis tournaments nor achieving perfect grades in school matched the rooftop thrills of the hero biz. She attempted several times to reunite the Titans West team, most notably after a journey into the afterlife with Hawk and Dove II, but was unsuccessful. Dove II (always perceptive about such things) noted that Bette was essentially a very lonely person, basically desperate for company and contact with others. Bette again gave up her obsession with the Titans until malfunctioning former Titan Victor Stone collected her, along with all former Titans everywhere, in an attempt to protect his soul from the Justice League. Hoping this would lead to a formal invitation to rejoin the team, Bette was crushed to learn they did not need (or want) her assistance.
A short time later, Gar "Beast Boy" Logan found himself alone in Los Angeles after the team neglected to ask him back. Landing himself in a bit of trouble by an impostor framing him for various crimes, Gar asked former teammate Bette for help. Having been recently chastised for her dedication (or lack thereof) to crime-fighting by Robin (now in his adult Nightwing identity), Flamebird seized the opportunity to better herself and her reputation, becoming more level-headed and boosting her crime-fighting arsenal. However, it's more than a little ironic therefor that her "adult" outfit has a LOT of similarities to Dick Graysons's current Nightwing outfit with a red tunic and gold V running across her chest.
After Bette helped Gar clear his name, his cousin Matt attempted one last recruitment drive for Titans West (dubbing the ill-fated team Titans L.A.). None of the recruits took the event seriously except for insane and uninvited former Titan Duela Dent, who crashed the party and was subdued by Bette. Content to remain a heroine on her own, Bette was unheard from until she was captured by a Brainiac-worshipping cult leader in Oregon and eventually rescued by Oracle's covert team of female operatives in Birds of Prey. She fought Doctor Light alongside the majority of heroes who had once been members of the Teen Titans.

For the record, Bette was sharing the apartment with Gar and his cousin Matt Logan.
Bette supposedly is still after Nightwing. However, in the Beast Boy mini series (available in the Beast Boys and Girls" graphic novel), the two showed that, from their days in "Teen Titans West" they shared a close friendship.
In a later story that was supposed to be the "prelude" to "Titans LA" (a concept that sadly fell through because the main Titans series at the time was starting to bomb), Bette shows that she can talk Gar into just about anything (she talks him into trying to form a new team). The two's friendship seemed close enough that Terra 2 was quite jealous.
As to Robin (Nightwing), he was last engaged to Oracle (formerly Batgirl 2 - Bette was Batgirl 1 before she became Flamebird). However, over the "52" series happening, at some point the engagement ended. Starfire is currently "lost in space" with Adam Strange and Animal Man (a guy named Buddy Baker - old time, obscure hero that's only recently coming to the forefront again).
Back to Bette and Gar, they have a good chemistry going. Gar still flirts with her, she'll put him down, but he turned into a hamster and hid in her purse when she went to a tennis tournament in Japan (this was the Titans Annual that introduced Bushido). She was obviously aware of it.
Of course, Flash and Arsenal (formerly Kid Flash and Speedy) did have some raised eyebrows and sarcastic comments when they discovered that Bette was sharing an apartment with Gar.
In Infinite Crisis, Gar actually threw his body over Bette's to protect her from Superboy Prime (she had been injured). He freaked out when she disappeared with the heroes from Earth 2 (long story, not going into the Crisis now). Bette was supposedly one of the heroes with Gar's interum Titans - something she probably did just for him.

One of the creators in TT comics said that Raven and Beastboy will explore a relationship. Oh and BB and RV kissed once.

I remember reading on the main cartoon-network page AND wikipedia that they never intended for them to have a realtionship to fans dismay, and if BB and Rae kissed on the show I would would have seen/heard of it by now.

That lasted all of what... a couple of issues? Raven went off on her own, leaving Gar to try to handle the "one year later" Titans on his own. Once Robin showed back up, Gar took off and, rather than going and trying to find Raven, went to help his parents at the Doom Patrol. If there was something serious going on, Gar would have gone to find Raven when Robin showed up, instead of going to help his parents.
A few points on that picture, which is taken out of context. Just about every "moment" that is considered "significant" followed Raven healing Gar. Right after that "kiss", Gar pretty much gives a blank look and a "what was that" type expression.
Raven has manipulated emotions - it's how she got Kid Flash 1 to join the New Teen Titans. Whether she does it consciously like that, or subconsciously (sort of the "I love him, does he love me? I want him to love me, but I don't want to force him to love me" thing - when you have empathic powers like Raven, and when she's using other powers on someone, something's bound to happen even if she doesn't consciously do it).
Also, Gar and Raven spent several months together in space after the whole Trigon Seeds incident. Nothing happened relationship happened back then - so why should it happen now?
If you see the "comic book proof list" that someone has out, just about everything on that, Gar has done or would do for any one of his other friends.
I'm not a slash fan, but heck, there's as much proof for Gar being in a romance with Cyborg than there is for him in just about any other relationship.
